Think of rice as a general term, analogous to human in general while rice variety is analogous to individual human being. Just like how each human being has his own unique features such as eye size, hair texture and skin color, each rice variety has its own unique features too such as type of carbohydrate, amount of protein, and content of oil. These features are unlikely to change because instead of external factors, genetic factors determine them.
